Guide to HESES01 re-creation web facility

This guide describes a new web facility made available by the HEFCE that will help institutions to return accurate data to the Higher Education Statistics Agency (HESA). This facility re-creates a Higher Education Students Early Statistics Survey (HESES) 2001-02 from HESA student data. It is intended to supersede the use of software we have supplied in previous years for such re-creation of HESES data.

Executive summary

Purpose

1.    This document is a guide to the HEFCE's new web facility that re-creates a Higher Education Students Early Statistics Survey 2001-02 (HESES01) from Higher Education Statistics Agency (HESA) student data. Supporting information about HESES and HESA data is also provided.

Key points

2.    Use of the web facility will:

  1. Assist institutions in returning accurate data to the HESA.
  2. Assist institutions in identifying discrepancies between forecasting in HESES01 and the outturn.

3.    This document provides:

  1. Guidance notes for using the web facility.
  2. Troubleshooting guidance.
  3. Algorithms and definitions used by the web facility.

Relationship with 'HESA derived statistics'

4.    Each year we publish 'HESA derived statistics for funding allocations and monitoring' (HESA-HESES), in which we monitor institutions' HESES returns using HESA student data. If we find, either through reconciliations with HESA data or any data audit, that institutions have received higher allocations than they should have done, the funding for those institutions will be reduced. Any funding adjustments following the reconciliation of HESA and HESES data for 2001-02 are likely to affect the funding previously announced for 2001-02, and be consolidated into revised funding levels for all subsequent years. While the web facility complements this reconciliation exercise it will not replace it.
