Review of progress in race equality

Summary

Under the Race Relations Amendment Act 2000, higher education institutions were required to have race equality schemes and action plans in place by May 2002. HEFCE and the Equality Challenge Unit (ECU) were interested to learn how institutions have implemented race equality since then, and the outcomes that have been achieved. The ECU commissioned OPM to review the progress made in a random sample of 55 universities and colleges.

This report gives an overview of findings from this review of progress. It identifies examples of good practice from which other institutions can learn, and highlights areas of weakness and ways in which the ECU might promote further progress.

In addition, 15 institutions that had been assessed in May 2003 as not yet compliant with the requirements of the Act were included in the review. The policies and plans of these 15 institutions were assessed a third time for compliance. A report summarising key findings from this third round of assessment is also available.
