Biography and registered interests‌

Nolan Smith is Director of Finance at HEFCE, where he has worked since 2000. In his current role, he is responsible for overseeing HEFCE’s finance and funding directorate. This directorate ensures the effective and efficient distribution of £3.5 billion of government funding for higher education in England each year. It also leads on monitoring the overall financial sustainability and efficiency of the higher education sector.

Nolan has oversight for HEFCE’s own IT and Facilities Management arrangements. In addition to this Nolan also contributes to a number of government groups that aim to improve service delivery within the public sector.

During his time at HEFCE, Nolan has also been closely involved in developing HEFCE’s processes to deliver better financial and risk analysis, and to implement more cost-effective regulation. He has led teams that have reviewed the systems of internal control, data quality, corporate governance and risk management at higher education institutions.

Nolan is a qualified accountant who before joining HEFCE worked in the leisure industry.
