Process mapping the English HE system

This project has been commissioned by the Interim Regulatory Partnership Group (IRPG) to prepare for the introduction of new funding and regulatory arrangements for English HE.

The main objectives of the project are to:

  • Develop a view of the current HE system which reflects the positions occupied by different organisations, such as regulators, relevant non-statutory sector bodies, funders, students and HE providers;
  • Identify the impact of the changes in funding and regulatory arrangements, including areas of duplication, potential gaps and ambiguities in the current system, and the implications of those changes.

Timeline

The project will report to the IRPG at two points:

  • March 2012 –after a programme of interviews, stakeholder workshops and validation by stakeholders, output will be a high level map of the HE system, supplemented with a map for each of the key stakeholders: students, HE providers, funders and regulators.
  • June 2012 –Identifying alternative operating models and making recommendations to inform future change.

The project will engage with a wide range of stakeholders, many of whom are represented on the project steering group.

IRPG has also commissioned a project to review the data and information landscape so that the new English HE system will have the data it needs, collected in a way that is not burdensome to HE providers.
