Terms of reference
- To advise (i) the Department for Business Innovation and Skills (BIS), (ii) the HEFCE Board as lead regulator designate, and (iii) the boards of the other national agencies on policy, strategic and operational issues arising from the development of the new student funding regime in England.
- To oversee the development of a new operating model for the new student funding regime in England, taking proper account of the roles and responsibilities of the key national agencies and their relationships with HE providers across the UK.
- To identify and recommend options aligning the policies and practices of the key national agencies where this is required to support the interests of students and the wider public.
- To oversee projects essential to the development of new funding arrangements in England including (others may arise):
- the operating model
- the data and information landscape
- the regulatory framework
- fraud and irregularity
- to identify the resource needs for the completion of this work.
- Subject to consultation and legislation, to make recommendations for a permanent group to work in partnership to oversee the operation of the new funding regime and advise on the development of the new regulatory framework in England.
