‌Biography and registered interests

Carl was educated at the Henley Management College, London Guildhall University, the University of East Anglia and Lancashire Polytechnic, and qualified as a barrister in 1991. He was the founding Vice-Chancellor of BPP University, a private UK degree awarding body, and stepped down from this role in March 2017.

Carl is a Gold Award winner of the Association of Colleges, Companion of Honour of the Chartered Management Institute and is a Higher Education Commissioner. He was formerly a member of the General Chiropractic Council, and chaired the Professional Conduct Committee. He was formerly a member of the Judicial Studies Board advisory committee.

He is currently a non-executive chair of ACL Training, the Association of Costs Lawyers' independent training arm, chair of the Turner schools Trust and a non-executive director of the alternative provider UCFB Limited. Carl is also a member of the advisory board of the Higher Education Policy Institute and WONKHE.
