‌Biography and registered interests

David was educated at the Universities of Oxford, Aston and Oxford Brookes. He is the Bursar and a Fellow of New College, University of Oxford. He is also the Director of the Oxford Centre for Higher Education Policy Studies. 

He is a Council Member and Trustee as Honorary Treasurer of the Society for Research into Higher Education (SRHE). David is also a member of the editorial board of ‘The World of Learning’, the annual listing of higher education systems and of providers globally, and series co-editor of the comparative ‘International Studies in Higher Education’ collection of 25 volumes, both for Routledge.

His recent publications include: ‘Structuring Mass Higher Education: The Role of Elite Institutions’ (2009); 'The Law of Higher Education' (2012, Oxford University Press); 'Reshaping the University: The Rise of the Regulated Market in Higher Education' (2014, Oxford University Press); 'Universities and Colleges - A Very Short Introduction' (2017, Oxford University Press).
