HEIFES11 re-creation

The HEIFES re-creation is a funding data reconciliation output that is a re-creation of the HEIFES11 workbook using 2011-12 ILR student data. It is primarily of interest to those responsible for student data, audit or finance.

The workbook (HEIFER11LYYYYYY.xls, where YYYYYY is the provider number (UPIN) for the college) contains all original HEIFES11 tables, a copy of these tables that have been re-created using 2011-12 ILR student data and difference and summary tables.


HEIFES11 re-creation workbook

The HEIFES11 re-creation workbook and individualised file can be accessed from the HEFCE extranet (see see How to access outputs for further details). The main components of the HEIFES11 re-creation workbook are:

Linking student instances between years

We have linked the 2011-12 ILR R15 data to 2010-11 ILR F05 data using the fields LEARNREFNUMBER, UPIN, NUMHUS (H09). This is to help account for definitional differences between ILR and HEIFES data.

These data from earlier years will be used to help determine the FTE for students on standard years of programme of study who were previously on non-standard years of programme of study.

For the algorithms used to re-create Table 6 we have linked the 2011-12 ILR R15 data to the 2009-10 ILR F05 data and 2010-11 ILR F05 data using the LEARNREFNUMBER and UPIN combination. We linked across these three years of data to identify students that were not active at the college in either of the two academic years prior to 2011-12.

Where a student (LEARNREFNUMBER) from the 2011-12 ILR R15 data has more than one record in the 2010-11 ILR F05 return, we linked to records from the full-time undergraduate population (SNCFTUGPOP10 = 1) in preference to those not in the population.

If the student had more than one record with the same value of SNCFTUGPOP10 we linked to records that were active in 2010-11 (SNCACT10 = 1) in preference to those that were not active. If the student had more than one record with the same value of SNCACT10, we linked to the record with the lowest HEFQAIM10 value.

If this failed to uniquely identify the student we continued to prioritise using highest STULOAD value and then earliest LEARNSTARTDATE value until we identified a single record. We took an equivalent approach when linking to the 2009-10 ILR F05 record. If in a previous year a student generated multiple years of instance that match on all criteria, we simply select one of the records.
