HEIFES11 re-creation funding worksheets

This page details how to re-create the funding worksheet data that are provided as part of our re-creation of Higher Education in Further Education: Students Survey (HEIFES) (the HEIFES11 re-creation) which we carry out for monitoring purposes. This information is aimed at those colleges responsible for making student data returns.

The 'HEIFES11 re-creation funding worksheets' are tables provided in the HEIFES11 re-creation workbook.

It includes descriptions of how to re-create data using the individualised file for the funding worksheets listed in the table of contents below.

Further detail on the different types of FTE that contribute to the re-calculation of 2012-13 WP and improving retention can be found in 'FTEs used for the re-calculated 2012-13 WP and improving retention allocations' (WPTESSFTE worksheet).

The figures shown in each of the reports are sourced from the HEIFES11 re-creation and the final 2011-12 individual grant tables. We may also use the final 2012-13 individual grant tables for WP and TESS re-calculations.

Funding conditional upon delivery of growth: Actual FTEs (HEFCE-fundable)

The students used to derive 'Actual FTEs (HEFCE-fundable)' can be identified by selecting:

  • HEFEXCL = 0
  • HEFCOMP = 4
  • HEFTYPE = HOMEF

'Actual FTEs (HEFCE-fundable)' can be found by summing HEFESFTE and dividing by 100 for these students.

Student number control for 2011-12: Recruited numbers from Table 6 of HEIFES11 re-creation

The students used to derive 'Recruited numbers from Table 6 of HEIFES11 re-creation' can be identified by selecting SNCPOP = 1.

2011-12 FTEs from HEIFES11 re-creation

'2011-12 FTEs from HEIFES11 re-creation' are identified by summing the FTE of students in each combination of length (LENGTH), level (HEFLEVEL), mode (HEFMODE) and price group. Examples of the assignment to different price groups are described below.

Price groupBCD
Example description HEFCE-funded, long, full-time foundation degree students assigned to price group B HEFCE-funded, standard-length, full-time, sandwich year-out undergraduates excluding foundation degrees assigned to price group C HEFCE-funded, standard-length, part-time undergraduates excluding foundation degrees assigned to price group D
HEFTYPE value HOMEF HOMEF HOMEF
LENGTH value L S S
HEFMODE value FTS FTS, SWOUT PT
HEFLEVEL value FD UGX UGX
HEFCOMP value 4 4 4
HEFEXCL value 0 0 0
How to identify the number of '2011-12 FTEs from HEIFES11 re-creation' ((Sum of the values of FTEB) + (Sum of (FTEMEDIA x MEDIAB)) / 100 ((Sum of the values of FTEC) + (Sum of FTEMEDIA x MEDIAC)) / 100 ((Sum of the values of FTED) + (Sum of FTEMEDIA x MEDIAD)) / 100

Recalculation of assumed fee income for 2011-12 using the HEIFES11 re-creation (F11 worksheet)

2011-12 Estimated FTE students

'2011-12 Estimated FTE students' are identified by summing students in the estimated FTE students headcount (HEFFHC) in each combination of level (HEFLEVEL), mode (HEFMODE) and price group.

Note that the 'UG' level consists of foundation degrees (HEFLEVEL = FD) and undergraduate excluding foundation degrees (HEFLEVEL = UGX).

Total fee income

To calculate 'Total fee income' for each combination of mode and level, sum across HEFAFEE for the required level (HEFLEVEL), mode (HEFMODE) and price group. For example, to replicate the 'Total fee income' in the part-time postgraduate category, select:

  • HEFMODE = PT
  • HEFLEVEL = PGT
  • sum HEFAFEE.

The 'UG' level consists of foundation degrees (HEFLEVEL = FD) and undergraduate excluding foundation degrees (HEFLEVEL = UGX).

2011-12 FTEs from HEIFES11 re-creation

The students used to derive '2011-12 FTEs from HEIFES11 re-creation' can be identified for each combination of mode (HEFMODE), level (HEFLEVEL) and price group by selecting:

  • HEFEXCL = 0
  • HEFCOMP = 4
  • HEFTYPE = HOMEF.

'2011-12 FTEs from HEIFES11 re-creation' can be found by summing HEFESFTE and dividing by 100 for these students. This total will match the '2011-12 FTEs from HEIFES11 re-creation' total on the standard resource table (STD worksheet).

Re-calculated 2012-13 WP allocations based on FTEs from the HEIFES11 re-creation (WP worksheet) and Re-calculated 2012-13 improving retention allocation based on FTEs from the HEIFES11 re-creation (TESS worksheet)

The following elements are partially informed by the HEIFES re-creation. The WPTESSFTE worksheet provides the contribution of the HEIFES re-creation to these figures.

The WPTESSFTE worksheet contains the detailed breakdown of the '2012-13 Base FTEs' and the '2011-12 non-mainstream FTEs' as used in the 'Re-calculated 2012-13 WP allocations based on FTEs from the HEIFES11 re-creation' (WP worksheet) and the 'Re-calculated 2012-13 improving retention allocation based on FTEs from the HEIFES11 re-creation' (TESS worksheet).

FT + SWOUT UG (inc. FD) total FTEs (WP and TESS worksheets)

The 'HEIFES11 re-creation FTEs' element of this figure for full-time and sandwich year-out undergraduates is calculated by selecting:

  • HEFTYPE = HOMEF
  • HEFMODE = FTS, SWOUT
  • HEFCOMP = 4
  • HEFEXCL = 0
  • HEFLEVEL = UGX, FD.

Sum HEFESFTE and divide by 100 for these students.

PT UG (inc. FD) total FTEs (WP and TESS worksheets)

The 'HEIFES11 re-creation FTEs' element of this figure for part-time undergraduates is calculated by selecting:

  • HEFTYPE = HOMEF
  • HEFMODE = PT
  • HEFCOMP = 4
  • HEFEXCL = 0
  • HEFLEVEL = UGX, FD.

Sum HEFESFTE and divide by 100 for these students.

Total FTEs (WP worksheet)

The 'HEIFES11 re-creation FTEs' element of this figure is calculated by selecting:

  • HEFTYPE = HOMEF
  • HEFCOMP = 4
  • HEFEXCL = 0.

Sum HEFESFTE and divide by 100 for these students. This total will match the '2011-12 FTEs from HEIFES11 re-creation' total on the standard resource table (the STD worksheet).
