The HEFCE strategy for e-learning (HEFCE 2005/12) was published in 2005 with a commitment to review after three years. At the end of last year we commissioned Glenaffric Ltd to review the strategy with a view to informing our future approach.

The review concluded that the strategy was largely valid, though did appear dated in parts. Institutions found the strands useful in developing their own strategies and approaches to e-learning. However, the review also concluded that much of the 2005 strategy focused on the activities of HEFCE, the Joint Information Systems Committee (JISC) and the Higher Education Academy (HEA), rather than on institutional activity.

The review was part of wider work to reconsider our approach to e-learning. Along with the HEA and JISC we believe that the use of e-learning, or more appropriately learning technologies, is part of an overall approach to enhancing learning and teaching. We will be publishing more on this approach before the end of the year.
