HEFCE commissioned SQW Consulting to calculate 1990 and 2005 carbon emission baselines for each HEI. The baselines are provided to assist HEIs in preparing carbon management plans and in making submissions to the second Capital Investment Framework. HEIs should, however, satisfy themselves that the estimates are reasonably accurate and it is open to HEIs to use alternative data to calculate their baselines if they believe this would be more accurate.
There was good availability of energy consumption data for 2005 but the majority of HEIs did not have the necessary data for 1990. One of the key findings of the report is that, for those that had data for both years, emissions per student FTE were on average 64 per cent higher in 1990 than in 2005. This finding was used to provide estimated carbon emissions for HEIs that did not have 1990 data.
The report also provides 2005 carbon emission figures for each HEI relative to combined student and staff FTE numbers and relative to income. The report was previously issued to HEIs in draft and the resulting changes are summarised at Annex C.
