Capital funding

For 2008 to 2011 we have allocated £1,086 million for learning and teaching capital and £1,276 million for research capital to English higher education institutions (HEIs).

Capital funding for learning and teaching, research and infrastructure is distributed by formula as a conditional allocation. These allocations can be used by HEIs to invest in supporting infrastructure. Capital funding for learning and teaching, and research has been announced together so that institutions can plan their buildings and equipment spending requirements effectively.

Institutions that have satisfied the requirements of the Capital Investment Framework (CIF) will receive their capital without the need to apply for the funds; the grants will be paid direct on a profile. Institutions still working towards meeting the CIF requirements need to follow specific application requirements.

A description of the funding arrangements, allocations, and application process for those working towards meeting the requirements of the CIF was published in HEFCE 2008/04 in January 2008.

Strands of the programme

The learning and teaching strand of this capital programme is a HEFCE programme, but takes account of the capital requirements of initial teacher training. The research strand of the programme is a joint programme with funding from both the science and higher education budgets.

In previous years learning and teaching and IT capital requirements have been addressed by project capital allocations (since 2000). The Science Research Investment Fund (SRIF) has addressed research capital requirements since 2002.
