Terms of reference

The SDF panel will keep under review the overall development and effectiveness of the SDF. In particular it will:

  1. Consider the priorities to be supported via the SDF each year.
  2. Make decisions concerning the funding of: high risk SDF proposals under £3 million in grant value; and low- and medium-risk SDF proposals valued between £3 million and £8 million.
  3. Make decisions on ASNs to be allocated in conjunction with SDF projects from time to time in accordance with delegations from the HEFCE Board.
  4. Make decisions concerning the approval of repayable grants and their repayment period.
  5. Oversee that the policies and procedures of the fund are being applied in a consistent manner across regions, risk levels and types of proposal.
  6. Consider the outcomes being achieved by SDF projects and evaluations of the fund.
  7. Make an annual report on the state of the fund to the HEFCE Board.

The panel meets roughly quarterly and HEI senior managers are invited from time to time to present proposals for funding or to discuss with the Panel outcomes of past funded projects.
