HESA
Higher Education Statistics Agency. This collects a variety of information from universities and colleges via data returns. The return that is most relevant to the LMU data and funding issue is the individualised student record, which is submitted after the end of the academic year
HESA-HESES reconciliation
Each year, for every higher education institution, we re-create a HESES return using the final HESA individualised student data for the year. Where there are significant differences between the original and re-created HESES return, institutions are selected to reconcile the two. This reconciliation process can result in funding changes for institutions

Higher Education Students Early Statistics survey. Institutions submit this directly to us in December each year, giving information about aggregate student numbers for the current academic year. This is the main data source that informs our recurrent teaching grants

Holdback
A reduction in teaching grant applied within the year for not meeting targets specified in our funding agreement with institutions. In general terms, it arises from insufficient student numbers and will commonly be deducted also from the following year's baseline teaching grant. Reductions in funding are implemented by 'holding back' funding from subsequent grant payments

Moderation (funding)
Funding provided, for one year only, to moderate significant reductions in funding compared with the previous year, to ensure they are manageable for institutions. Institutions will feel the full effect of the reductions in the following year
Non-completion
A student who fails to complete any module within the year of instance is to be returned as a non-completion for all activity in that year. In order to complete a module, the student must either: undergo the final assessment of the module, or pass the module where this can be achieved without undergoing the final assessment.
