HEFCE Circular letter 17/2009 follows one sent on 28 July 2009 which notified institutions of their provisional share of the places, and requested institutions not intending to use them to contact HEFCE so that their share could be redistributed accordingly.
Annex A of today's letter lists the final distribution of the new places.
