Executive summary

Purpose

1. This document is being sent to all further education colleges (FECs) and consortia that have received special funding from the HEFCE to help them to develop their higher education (HE) strategies and provision. It requests each college and consortium to provide a report on their progress in achieving the targets set in the original submissions seeking funding. It also explains what action we will take if colleges and consortia have not made sufficient progress towards achieving the targets they have set for themselves in using the development funding.

Key points

2. The reports should summarise progress on activities supported by the HE development fund; detail past and planned expenditure; and describe any new priorities for using the fund. Colleges and consortia are also asked to outline any major changes to the HE strategies that they submitted to us in May 2000, and identify the key objectives and targets for achieving those strategies.

3. We will use this information:

  1. To ensure accountability for the use of our funds.
  2. To understand more about HE provision in FECs to inform future policies about the development of their HE.
  3. As a basis for discussions with individual colleges and consortia.
  4. To supplement information about trends and support needs identified in the report by the Further Education Development Agency (reference HEFCE 01/07).

4. Colleges and consortia are asked to return a report to the HEFCE, using the template at Annex A, by 1 August 2001.
