Executive summary

Purpose

1. This document describes the arrangements for capital funding for 2002-04, announced in the Government's second comprehensive spending review.

Key points

2. We are providing £214 million to improve capital and IT infrastructure to support learning and teaching in higher education institutions. Of this, £56 million is to improve provision for students with disabilities, in line with the Disability Discrimination Act 1995 and its extension in the Special Educational Needs and Disability Act 2001.

3. We are aiming to make these investments in a way that maximises the effectiveness of the expenditure and minimises the accountability burden of the process.

4. Institutions' allocations have been determined formulaically.

5. To obtain the funding, institutions will need to identify appropriate projects in the context of their own strategies and disability access audits.

Action required

6. Project definition forms should be submitted as soon as possible, and before 29 March 2002. The application process for disability capital requires institutions to undertake an access audit.
