Consultation on HEFCE e-learning strategy

I am writing to ask for your views on our e-learning strategy. We would be grateful for responses, using the template provided, by Monday 1 December 2003.

In the White Paper 'The future of higher education' the Government asked us to work with partners on plans to embed e-learning in a full and sustainable way within the next 10 years. The Government has now issued its own strategy ('Towards a unified e-learning strategy', July 2003) which provides the context for our work.

We believe that innovation and the enhancement of quality in the learning experience, to support more diverse student and employer needs, will be significant factors in higher education in the next decade. This is reflected in our strategic plan (HEFCE 2003/12). As part of this focus, we want to take a strategic view of different approaches to learning and teaching.

The strategy attached at Annex A presents the first proposals for our approach to e-learning. It links with many of the initiatives to further our strategic plan and to implement the Government's White Paper. We are taking a range of other actions to encourage new approaches to learning and teaching, including the proposed HE Academy, and the Centres for Excellence in Teaching and Learning, and we expect to embark shortly on the development of a strategy for workplace learning.

In August 2003 we will issue a consultation on our funding model for teaching. In parallel we will publish a study on costs of innovative ways of delivering teaching and learning, which will also inform our strategy.

We expect to finalise our strategy, taking into account your views and discussions with key partners, in January 2004.
