Executive summary

Purpose

1. This report summarises the projects being funded under Phase 3 of the Teaching and Learning Technology Programme (TLTP). It includes contact details to obtain further information on individual projects.

Key points

2. The HEFCE and the Department of Education, Northern Ireland (DENI) allocated £3.5 million a year for three years to TLTP Phase 3. This will fund 32 projects.

3. Most funded projects are for implementation, to increase the use of technology-based materials in teaching and learning. Four projects are to develop new materials.

4. A national team will co-ordinate, support and advise the projects. We will conduct formative and summative evaluations of the programme.

Background

6. TLTP began in 1992, supported by the four funding bodies. Seventy-six projects were funded under the first two phases, which aimed to introduce, support and develop new technology based teaching and learning materials. In 1996, the funding bodies commissioned a consortium led by Coopers and Lybrand to evaluate the programme. The findings indicated the need to concentrate more on implementation and embedding of materials within institutions. The HEFCE and DENI therefore initiated Phase 3 of TLTP, with funding of £3.5 million a year for three years.

Bidding Process

7. We invited bids for support under TLTP Phase 3 in July 1997 (circular 14/97). The bidding process was in two stages. The first stage asked institutions to submit an expression of interest, which was subject to an initial assessment. Projects selected for the second stage then submitted fully worked-up proposals. We received 192 expressions of interest requesting a total of £42.7 million; 60 of these were selected for the second stage. Bids were assessed by a group of eight - three TLTP Advisory Group members and five external assessors.

Projects

8. We will fund a total of 32 projects, most of which are concerned with implementation. There are four development projects. Summaries of the projects with contact details are in Section 2 of this report.

Objectives

9. The objectives of Phase 3 are to:

a. Encourage the take up and integration of TLTP materials and other technology-based materials into mainstream teaching and learning.

b. Explore, adapt and disseminate experiences from integrating such materials, to identify successful approaches that can be applied generically, rather than just to specific subjects.

c. Develop effective networks to deliver materials to end users.

d. Encourage continuing collaboration between higher education providers to develop and implement materials using standard delivery environments (that is, the technical and physical means to deliver the materials directly to the student).

Co-ordination

10. The programme will be co-ordinated on behalf of the HEFCE and DENI by the TLTP National Co-ordination Team. It will provide advice on a range of issues such as project planning and management, funding, budgeting, copyright, intellectual property rights, dissemination and evaluation. The team will support projects through day to day contact, visits, workshops and conferences.

11. The co-ordination team's main aims are to:

  • support and monitor individual projects.
  • provide advice and guidance to the programme.
  • maintain effective communication within the programme.
  • promote understanding and awareness of the programme in the sector.

Evaluation

13 The HEFCE and DENI have commissioned a team from the Tavistock Institute and the Open University to conduct a formative evaluation of Phase 3. There will be two stages. During the first stage the evaluation team will work with the projects to:

  • prepare an evaluation framework.
  • design project evaluation guidelines.
  • set up an evaluation infrastructure.

The second stage will involve:

  • project level evaluation.
  • cross project evaluation.
  • support to individual projects and identification of common issues.
  • syntheses of project and inter-project evaluation outputs.
  • programme level evaluation.

14. There will be a summative evaluation at the end of the programme. We will issue an invitation to tender for this in the summer of 2001.
