Executive summary
Purpose
1. This document sets out the arrangements for the second round of the Science Research Investment Fund (SRIF), and invites higher education institutions (HEIs) that have a SRIF allocation to submit programmes setting out how they will use the funds.
Key points
2. SRIF funds will be available from April 2004 and must be spent by March 2006. Earlier funding will be considered for projects that start after 1 August 2003. The funds are allocated by formula, based partly on institutions' total research income and partly on the amount of quality-related research income that they receive from HEFCE. Indicative allocations for institutions are listed at Annex A.
3. Using the formula, we have allocated £845.1 million to English HEIs for improving the quality of existing research infrastructure. The Department for Employment and Learning has allocated £19.4 million to HEIs in Northern Ireland.
4. The review of programmes is designed not to be intrusive and the presumption will be that each institution should receive its full allocation. We will look to rely on the institution's own audit trails of expenditure.

5. Applications for SRIF funds should be sent to Margaret Birdsall at HEFCE by Friday 30 May 2003. Project funding will be confirmed in mid-July 2003.
