Guide to HESES02 re-creation web facility

This document is a guide to the HEFCE's web facility which re-creates both the Higher Education Students Early Statistics Survey 2002-03 (HESES02) and the Research Activity Survey 2002 (RAS02) from Higher Education Statistics Agency (HESA) student data. Supporting information about HESES, RAS and HESA data is also provided. Use of the web facility will help institutions to return accurate data to HESA, and to identify discrepancies between forecasting in HESES02 and the outturn.

Purpose

1.    This document is a guide to the HEFCE's web facility that re-creates both the Higher Education Students Early Statistics Survey 2002-03 (HESES02) and the Research Activity Survey 2002 (RAS02) from Higher Education Statistics Agency (HESA) student data. Supporting information about HESES, RAS and HESA data is also provided.

Relationship with 'HESA derived statistics'

4.    Each year we publish 'HESA derived statistics for funding allocations and monitoring' (HESA-HESES), in which we monitor institutions' HESES returns using HESA student data. If we find, either through reconciliations with HESA data or any data audit, that institutions have received higher allocations than they should have done, the funding for those institutions will be reduced. Any funding adjustments following the reconciliation of HESA and HESES data for 2002-03 are likely to affect the funding previously announced for 2002-03, and be consolidated into revised funding levels for all subsequent years. While the web facility complements this reconciliation exercise it does not replace it.
