Consultation

This is a consultation on our plans for the development of a Leadership, Governance and Management Fund. New funds will be available for three years from 2004-05, and applications will be invited for innovative projects in these three key areas. Comments are invited on how the fund will operate.

Executive summary

Purpose

1.    This is a consultation on our plans for the implementation and management of a Leadership, Governance and Management Fund, to support the development and enhancement of leadership, governance and management in higher education. It replaces the Good Management Practice programme and the Value for Money initiative. Comments are invited on how the fund will operate.

Key points

2.    We propose that the aims of the fund would be to:

  • provide esteem and recognition for leadership, governance and management
  • encourage the development and embedding of recognised good practice in these areas, particularly involving collaboration, and its dissemination across the sector
  • provide measurable change in, and impact on, the quality of leadership, governance and management and organisational performance
  • seek and sustain value for money
  • release the potential of the sector by funding responsively
  • fund strategic national projects.

3.    A total of £10 million over three years is available from August 2004 to fund a wide range of projects. All applications will be assessed against proposed criteria, including clear outcomes and impact, value for money, sustainability of outcomes, dissemination, and evidence of collaboration. Applications can be made at any time during the three years.

4.    A two-stage application process is proposed. A special advisory panel would assess larger applications when they reach the second stage.

5.    In addition to the £10 million available to fund projects, we will continue to provide financial support for research studies of national significance in the areas of leadership, governance and management. Applications for funding in these areas might be based on specific HEFCE priorities, or be in response to sector demands.
