Executive summary
Purpose
1. This document gives outcomes of the consultation on our plans to continue the Rewarding and Developing Staff in HE (R&DS) initiative beyond 2004-05 (HEFCE 2003/33).
2. It describes how the funding will be consolidated, and asks higher education institutions (HEIs) to submit a statement of investment for the past three years, and either an extended investment plan or a revised human resources (HR) strategy for 2004-06.
Key points
3. Most respondents to the consultation welcomed the continuation of the initiative and the additional funds. They supported our aim to simplify the allocation and monitoring processes.
4. In the light of comments received, we have amended some of the underpinning principles for the initiative (see Annex B), and the information we will require from HEIs in order to consolidate their R&DS funding into core teaching grant.
5. Existing R&DS funding, currently separately identified, is £170 million for 2003-04. This will be transferred to the block teaching grant from 2004-05 onwards, with no redistribution of funds, once HEIs have submitted a detailed statement of investment for the three years 2001-02 to 2003-04.
6. The Government allocated £167 million of additional R&DS funding for 2004-05 and 2005-06. To ensure release of these funds, institutions should submit either a revised HR strategy or an extended investment plan for 2004-06.
7. Funding for staff recruitment incentives (golden hellos) in shortage subject areas will be added to institutions' R&DS funds in 2004-05 and 2005-06. (See HEFCE Circular Letter 19/2003.)
8. Funding for the new Promising Researcher Fellowship Scheme (proposed in HEFCE 2003/38) is £10 million over two years. We will add these funds to the new R&DS funds in 2004-05 and 2005-06. We will inform institutions of their individual allocations shortly.

9. Institutions should submit:
- a statement of investment for the three years 2001-02 to 2003-04
- either a revised HR strategy or an extended investment plan for 2004-06.
