This document describes our proposals for monitoring both HEFCE's and the sector's impact on race equality in the context of the Race Relations (Amendment) Act 2000. Comments are invited on the adequacy and appropriateness of the proposed monitoring framework.

Executive summary

Purpose

1.    This document describes our proposals for monitoring both HEFCE's and the sector's impact on race equality in the context of the Race Relations (Amendment) Act 2000. Comments are invited on the adequacy and appropriateness of the proposed monitoring framework.

Key points

2.    We propose that the monitoring framework should:

  • not be unduly burdensome on institutions
  • follow both the letter and the spirit of the law
  • support and complement institutions' own monitoring requirements
  • use data that are already being collected as part of institutions' own monitoring arrangements.

3.    The framework and arrangements proposed in this document cover both HEFCE's duty to monitor the impact of its functions and policies on all ethnic groups in the English higher education sector, and its duty to monitor, by ethnicity, the position of staff and students in the sector.

Action required

4.    Comments are invited on all aspects of the proposed framework for monitoring race equality. We would particularly welcome comments from black and minority ethnic individuals and organisations who have an interest in higher education.
