This draft strategic plan is being issued for formal consultation. It sets out our broad vision for the development of higher education in England, and our strategy for moving towards it with our partners and stakeholders. It has been developed following extensive pre-consultation and discussions with those stakeholders. An analysis of responses to the pre-consultation is also available.

Purpose
1. This document invites comments on our draft strategic plan

2. The draft plan has been prepared following extensive discussions with higher education institutions (HEIs) and other key stakeholders. We now wish to consult formally on the plan before publishing a final version in April 2006.
3. The draft plan sets out our broad vision for the development of higher education in England and our strategy for moving towards it with our partners and stakeholders. It also includes the key performance targets against which our progress can be assessed.
