Formative evaluation of the Teaching Quality Enhancement Fund
Summary
HEFCE commissioned this formative evaluation of its Teaching Quality Enhancement Fund (TQEF) in order to:
- assess the impact of the three strands of the TQEF on the enhancement of learning and teaching across higher education institutions in England and Northern Ireland
- inform the development of the fund.
The report assesses the contribution of each of the three strands (institution, subject and individual). It analyses the cross-cutting issues, such as synergy and/or tensions between the three strands, unintended consequences of the initiative, and barriers to change. It examines the management, support and funding of the TQEF, and discusses the issues of dissemination and drivers for change within learning and teaching enhancement. The report concludes with a discussion of the policy issues arising from the evaluation.
Data for the evaluation were collected using a postal/electronic survey, interviews and case studies. Staff surveyed included pro vice-chancellors, heads of academic development, heads of department and lecturing staff. The case studies included both pre- and post-1992, and large and small institutions. This information is presented in a technical annex which is available from Sarah Howls at the HEFCE on request.
The results of the evaluation were used to inform the development of the second phase of TQEF funding for the period 2002-05 (see HEFCE 02/24).
