How the public interest in teaching quality and standards is secured in US higher education
Summary
HEFCE commissioned this study to inform both its review of the funding method for teaching and the review of the Quality Assurance Framework. The US was of interest because of its more market-based higher education system, which may have resonance for the English system following the introduction of variable fees in England for full-time undergraduate programmes from 2006-07.
The study considers the quality assurance arrangements that operate generally in US higher education, the funding mechanisms in four individual states (Missouri, Tennessee, Wisconsin, Colorado), and the possibility of assurance through the market.
