This report outlines the policy arguments for and against using credits as the unit of volume within HEFCE's funding method for teaching. It reviews possible models of funding by credit, and sets out the practical implications of seeking to implement credit based funding. The report was commissioned by HEFCE, from the Higher Education Consultancy Group and CHEMS, as part of its review of the funding method for teaching.
