Literature review of HE collaborations, alliances and mergers project

HEFCE Circular letter 26/2010 introduces the HE collaborations, alliances and mergers (HE CAM) project to the sector. To inform the scope of the project and identify key issues and existing knowledge gaps, this desk-based literature review was carried out for HEFCE by Oakleigh Consulting earlier in 2010.
