Executive summary

Purpose

1.   This guidance sets out the objectives, scope and structure of the summer school programme for 2008-2010. It advises Aimhigher partnerships on what they need to do to organise and deliver summer school provision in 2008-09 and 2009-10. And it invites applications for matched funding for further summer school provision from higher education providers.

Key points

2.   The summer school programme has been identified as a key outreach activity and HEFCE has invested a further £10.5 million over 2008-2010 in order for the programme to continue.

Developing the programme

3.   We have instigated change to the programme to ensure its continued effectiveness and to encourage sustainability. These changes include:

  1. An invitation to higher education providers to apply for matched funding from HEFCE to provide additional summer school provision.
  2. Scope for the programme to widen to allow learners to apply to summer schools outside their locality/area.
  3. The introduction of an online application system with a pilot scheme in 2008-09 and anticipated to roll out nationally in 2009-10.

Funding 2008-2010

4.   We have allocated £10.5 million to the programme, as follows:

  • £3.3 million per year in 2008-09 and 2009-10 to Aimhigher partnerships (details given at Annex D)
  • £1.75 million per year in 2008-09 and 2009-10 to be allocated as matched funding for additional summer school provision
  • £400,000 in transitional funding to enable the current European Social Fund/HEFCE summer school programme to be completed smoothly.

Aimhigher plans, applications for matched funding and monitoring

5.   There is a standard template for Aimhigher area partnerships to complete for their plans for summer schools 2008-10 at Annex A. There is also a template for applications for summer schools with matched funding at Annex B.

6.   A monitoring template for Aimhigher partnerships and higher education providers delivering additional summer school provision is at Annex C. Monitoring reports and applicant data should be submitted to HEFCE by 30 September in 2009 and 2010.

Action required

7.   Aimhigher area partnerships must submit their plans for summer schools 2008-10 by Friday 12 September 2008.
