Student number control for 2014-15

We consulted in 2013 on the arrangements for student number controls for 2014-15 onwards. As a result of this consultation, the following applies from 2014-15:

  • We have given all institutions some flexibility to recruit above their student number control allocation without reducing the grant we allocate to them. We calculate the size of this flexibility as a proportion of the institution’s total recruitment of HEFCE-fundable students in the previous year (this includes students subject to the control and those exempt through the high-grades policy).
  • All institutions have a flexibility range. Where institutions recruit above this level, we will reduce their grant at a level the Government will specify annually.
  • If institutions under-recruit, there will be no impact.
