Annual allocation and monitoring
For 2016-17, we allocated a total of £403 million. This included funding for the National collaborative outreach programme (£30 million), targeted allocations for widening access for students from disadvantaged backgrounds (£54 million), improving retention for full-time and part-time students (£279 million), and improving provision for disabled students (£40 million).

Since 2009 we have asked institutions to supply annual monitoring reports about their expenditure on widening participation (WP) activity.
HEFCE and OFFA are carrying out joint monitoring of institutions’ widening participation (WP) activity expenditure and hardship expenditure in 2016-17 and have issued joint guidance on how to complete the monitoring return for Access agreements and HEFCE funding for widening access for students from disadvantaged backgrounds, improving retention and improving provision for disabled students for 2016-17.
HEFCE and OFFA conducted joint monitoring of institutions’ WP activity expenditure and hardship expenditure in 2015-16.
HEFCE published its report on the monitoring outcomes of the Student Opportunity allocation for 2015-16 in June 2017.
OFFA published its report on the outcomes of access agreement monitoring for 2015-16 in June 2017. OFFA published a supplementary note on the outcomes of monitoring of institutional evaluation of activity and financial support in October 2017.
