2009-10 funding allocations

Funds for 2009-10 (March 2009)

The total HEFCE grant available for the 2009-10 academic year is £7,994 million. A breakdown of the available grant is provided below.

(of which £143 million is for widening participation and £269 million for teaching enhancement and student success)

Business and the community £134 million
Transitional allocations  £36 million

Earmarked capital funding £1,154 million

These figures are correct as of March 2009. In July 2009 we announced revised allocations incorporating an efficiency saving of £65 million. The grant available for teaching is therefore now £4,717 million.

March 2009

In March each year institutions receive a set of individualised grant tables along with a grant letter and technical guidance which give a comprehensive explanation of the contents of the tables.

July 2009

In July institutions receive a further set of individualised grant tables, incorporating any changes since the March announcement, along with funding agreements. For 2009 these July tables incorporate an efficiency saving of £65 million. This saving has been applied pro-rata to all elements of recurrent teaching grant, after incorporating other changes to the allocations since March and serves to reduce total teaching funding by 1.36 per cent.

We have also revised the threshold at which we provide moderation funding to reflect the need to deliver efficiency savings. Moderation will now be provided so that no institution sees a reduction in cash terms of more than 0.6 per cent compared with the equivalent, unmoderated figure for 2008-09, but we will not provide moderation funding if it amounts to less than £100,000.

There are a number of other changes to grant implemented for the July 2009 funding agreements, the most common being transfers between institutions, changes to widening participation, and teaching enhancement and student success funding, and the finalisation of additional student number allocations.

We issued guidance on the implications for institutions of the 10,000 places for 2009-10 announced by the Secretary of State on 20 July in HEFCE Circular letter 15/2009.

Note on available documents

The recurrent grant tables differ slightly for higher education institutions and further education colleges but the grant tables given below are for the sector as a whole.

The teaching funding templates form a subset of these tables and contain extra sheets that institutions can use to model outcomes of different patterns of student recruitment (including potential indicative grant adjustments).

Teaching funding templates

Template for calculating indicative funding for ASNs and transfers for 2009-10

This template can be used to calculate indicative ASN funding for different categories of taught student. It can also be used to calculate indicative funding for transfers of provision between institutions, where funding is transferred at standard rates for the institutions concerned.
