In the academic year 2007-08 all Committee of University Chairs (CUC) members were surveyed to identify problems, issues and solutions related to their implementation of the CUC report on measuring institutional performance and the use of key performance indicators (KPIs). A sample group of universities were supported in the implementation in order to provide case studies.
Implementing KPIs is a challenging task, which may take some years, during which arrangements will evolve. There are some risks if it is not done well. The monitoring framework illustrated in the 2006 guide appears sufficiently robust to be appropriate across the diversity of governance arrangements and traditions, if institutions interpret and adapt it flexibly as intended by the CUC. Well-informed and independent governors provide a distinctive view on institutional goals and performance that is acknowledged to be useful to the executive management of the university, and can have a positive impact on performance. Phase 2 of this project was completed in summer 2008.
